Course Description: This course will offer an overview of thedevelopment of federal law and policy regulating Indian Gaming,and survey issues that have arisen between the states and the tribes regarding the conduct of gaming and gambling since the passage of the Indian Gaming Regulatory Act of 1988. Course coverage will include the historical development of Indian Gaming, the regulatory standards set by the Indian Gaming Regulatory Act of 1988, the federal standards governing gaming management contracts, the distinctions between Class II and Class III gaming under IGRA, tribal-state compacts for the regulation of Class III Indian gaming, issues related to lands upon which gaming may occur, and other miscellaneous issues relevant to tribal governmental gaming under IGRA.
